The Chief executive of ‘The UgandaCitizen’ Mr Jamal Mutebi said on Friday (18.07.08) that due to the ever increasing human rights abuses in Uganda, the publication should with immediate effect start recording or compile a list of human rights abuses and their perpetrators.
We have learnt that some army officers like David Tinyefunza, Kakooza Mutale, and the head of police general Kale Kayihura are expected to top the list. Mr Mutebi said that the paper has identified volunteers who will collect the evidence and lawyers both in Uganda and Europe who will be responsible for analysing and preparing the reports.
It is understood that the reports or the evidence will be used in courts when the time comes to hold those responsible to account or sent to the International Criminal Court (ICC). The online newspaper will also have opinion polls where people can vote on hot issues and this is likely to include voting on those who have been implicated in human rights abuses. ‘We will do our best to promote democracy and human rights. The Uganda Citizen has a duty to protect Ugandans wherever they are in the world and trust me every thing will be evidence based’ said Mutebi.
It should therefore be a warning to those Ugandan officials that engage in corruption or human rights abuses. It is understood that high tech camcorders and digital cameras as well as other gadgets used in covert intelligence gathering have already been distributed amongst some individuals in Uganda.
The ‘professor’ as employees call him refused to go into more details on how the operations will be done however he is known to be a man that sticks his word. Mr Mutebi said that under international law junior officers cannot claim that they were acting on orders from above when they abused human rights. Policemen or any army officers/staff will be individually responsible for their actions .
Commenting on the brutal arrest of the Buganda ministers (Medard Lubega and Peter Mayiga) yesterday and today respectively allegedly for inciting violence against the ruling National Resistance Movement (NRM) the former DP UK chairman Mustapha Semanda has warned Museveni that he will not get a way with his offences. Western powers at the moment are using Museveni for their ends but time will come when he can no longer serve their interests.
Examples of such leaders in the past include Saddam Hussein, Mubuto Sseseko of former Zaire among others. ‘Museveni is responsible as the leader of the country to protect Ugandans and that includes protecting and entrenching human freedoms such as freedom of speech.
I urge Ugandans to record human rights abuses and send the information or footage to the media houses that can publish it’ said Mustapha Semanda. The Uganda Citizen has learnt that also the Democratic Party publicist Ms Betty Nambooze was also arrested. We will keep you updated.
