The government has also set up a Shs8 billion land fund for the acquisition of large tracts of land for industry, agriculture, forestry and mineral development. Mr Museveni said UIA would be given money to buy land for investors so that they do not waste time looking for land.
"This business of somebody going to the ministry of Lands to get land should stop. We started this idea a few years ago and now it is going to be implemented," Mr Museveni said. Although the plan comes to fruition only next month, it started way back in 1992 and according to the work plan, it will have adequate infrastructure including roads, water, electricity, rail and waste management.

I really wouldn't like to be the wet blanket here, putting out the enthousiasm, but did you say 8.5M? To upgrade the slums? Like in many, probably all of them? Upgrade them like how? Building latrines and replacing the rusty corrugated iron roofs with new ones? I would think that you don't upgrade slums, you wipe them out to build decent houses. And 8.5M is a far cry from what is needed to do that wiht Kiwuunya, Kivvulu, Nakulabye, Kisenyi, Bwayiise etc. Let the money go to another place, outside Kampala, where there is no need to spend on the demolition, and catering for the displaced population as well.

That your or rather our 15 Billion shillings, which is around 8.5M dollars, would here in Europe build two, six to seven storey buildings. Or so it was about six years ago when I checked. And I'm not talking about fancy buildings, but the usual office kind. So, there.
