Mandate: The Alliance For Federalism in Uganda [TAFFU]

Rambuka - you may/may not find this to be of interest...

Uganda is in the midst of talk of secession:

With over 20 years of civil war;

With a Head of State who manipulates the constitution – [e.g. only 1 person in a population of 30m benefited from the Constitutional amendment of Art 105];

With an opposition in disarray and deliberately so;

With most people close to power looking after their own;

With a constitution that protects leaders and punishes citizens;

We live in a country, which has never seen continuity in handing over power since independence;

Uganda is indeed truly at the crossroads.

The challenge is what do we do in the short term and how do we plan for the future that is inclusive for all as to inspire confidence and responsibility from each and every Ugandan?

Do we wait for the vision of the Big Man; or

Do we wait for the regime in power to come good; or

Do we put our trust in the current political structures and hope for the best; or

Do we put our future in the hands of God and pray for the best; or

Do we wait for another round of chaos or do we start planning for the future regardless?

It is time that we all had the option to dream of a bright future.

It is time to end the era of the opportunistic few who have personalised State affairs to make Uganda the failed State that it is today.

It is time that those who are desperate and have lost hope should be set free.

It is time we put an end to systematic two-tier Uganda based on ethnicity and political opportunism.

It is time to put an end to an Executive that has no limits.

It is time to end the imposition of one man’s vision.

It is time we began to check the extreme rural poverty as a nation-state.

It is time we stopped neglect of public grievances.

It is time we ended the lack of respect for those who oppose the Executive agenda.

It is time the country ended the restriction of opportunities for the majority.

It is time we ended the concentration of resources in Kampala.

It is time we stopped to look at ONE instead of the MANY as the answer to our plight.

The formation of an alliance that rallies our people to take ownership of their destiny has long been knocking on our door while the political opportunist has been doing his best to divert us.

Why has it taken us so long to realise that working as units in our localities is the only way forward?

Why do we allow leaders to profit from the "divide and rule" of our people?

Without shame political opportunists have preached the gospel that diversity is a hindrance to unity of the country yet they continue to practice the worst form of discrimination throughout the years of so-called independence

We must start afresh by organising around those who represents us, people we must have power over because they are there to serve.

We must find a system under which we are in a position to influence our representatives.

We must do away with a political system that can constitutionally ignore our grievances without recourse and/or due process.

We must put in place a political system that recognises the units that make up Uganda the nation-state that benefits all Ugandans without discrimination.

Uganda’s marginalized communities must have their voices heard in matters that concern them without having to kneel before a distant Executive.

We must stop the direct and indirect genocide that is going on in our midst where the so-called leaders do not seem to care and are pre-occupied with amassing ill-gotten wealth.

We must stop the Unitary Government’s pre-occupation with imperialism and exploitation that subjugates citizens resulting in casting sections of society as a defeated people while others strut around as victors.

Of course supporters of the Government and the Opposition political parties are likely to be dismissive of this project for selfish reasons, which they will present as matter of national interest which only them can define.

That self-serving political class feel that they have worked so hard to build something for their future and anyone advocating anything other than the status quo is and will be described as a traitor and an enemy to the State and the people of Uganda. Anything new that erodes the powers of the status quo is and will always be fought regardless of its merit and benefit to posterity.

Will the alliance put an end to all that?

No, but the Alliance will work to achieve those goals through organisation of our people

The Alliance seeks recognition through self-determination for each of Uganda’s communities because ours is pooled sovereignty.

The Alliance seeks participatory democracy in its true sense.

We will work hard to ensure that through the Alliance the marginalized communities’ needs and grievances will direct the way forward leaving the matter to the detached oppressor in Kampala.

The Alliance is a struggle for parity in participation as a moral imperative.

The Alliance rejects top-down approaches and development programs that have turned 21st Century Ugandans poorer than our 17th Century ancestors.

The Alliance will emphasise integrity as opposed to using education as the criteria to serve. Indeed
Uganda has been failed by people with "A-levels or equivalent" who have proved to be a chain production of able con artists

The Alliance will promote proven integrity (track record) - not money or education.

Where are the people to deliver this agenda?

All too often we go by the advice of those who have and are defrauding us.

All too often we deserve the leaders that we have because fail to take responsibility.

All too often we look for favours instead of demanding what is rightfully ours.

All too often we leave matters to God against the Biblical advice that "God helps those who help themselves".

And while many of us on the TAFFU project are not looking to compete for high office there are a few politicians willing to lead: they have thus far shown a willingness to listen and air our grievance at a cost to themselves.

We are confident that a new approach to politics will change the way politicians behave towards our people.

We cannot continue as we are with politicians acting as our masters.

Indeed politicians are here to serve and not act as our masters. We own the factory and they are the people who have applied for positions to manage our factory and not to own it.

And yes, while we will allow them to manage they will do so on our instructions.

It is not their place to change the Articles of Association as they please.

On the ground

Hon Beti Kamya, MP has grabbed the mantel to champion our vision for a federal Uganda. She has since registered a community organization geared at mobilising and concentrating the minds of the people to engage in liberating themselves from subjugation. Hers is a template for politicians from the other regions of Uganda to use the same way.

Hon Kamya’s passion for federal Uganda is of great benefit especially to the people of Buganda because in the past we have listened passively when Mengo has claimed to speak for Buganda on federalism yet this is a matter for all Ugandans.

Let truth be told; Mengo officials were not appointed because of any great knowledge of or passion for federalism. These are respectable men and women who derive their authority from the Kabaka. And with due respect, it is not for the Kabaka to campaign for what the Baganda want rather it is the other way round. The fact of the matter is that the Kabaka is invited to the throne; he is not imposed on the people.

This should clarify any future talk regarding Mengo "negotiating federo" for the people of Buganda. Mengo does not have the mandate to do so but it is good to have Mengo’s vocal support.

Commitment

As an umbrella organization we encourage other politicians to join the movement to return power to the people. We expect a mushroom of community organizations to spring up in every region of Uganda to mobilise support to reclaim what is ours.

The legacy of the colonialist should not be allowed to dictate what is right and just. The colonialist took what was and is ours but at the point of withdraw he organized a small group he trained in his image to keep the fort and ever since this group which is without reference to our people has continued to serve the colonial/imperialist interest from the centre.

We should not allow what was stolen from us by the colonialist to be the preserve of a few political opportunists who despise the people they lord over.

Our mission is to prepare the country for a national conference before the 2011 general elections event.

We urge every Ugandan to work towards this noble goal wherever you are.
